A family's memories 'just burned' in Colo. blaze

COLORADO SPRINGS, Colo. (AP) ? After waiting for two days, Rebekah and Byron Largent learned from lists distributed by authorities that their home was among the hundreds that burned to the ground in the most destructive wildfire ever to rage across Colorado.

It was especially hurtful as their house was destroyed on their daughter Emma's first birthday.

"Our minds just started sifting through all the memories of that house that we lost that can't be replaced," Rebekah Largent said Thursday night. She remembered her wedding dress, a grandmother's china, the rocking chair where the couple would sit with Emma.

"Our little girl, our 1-year-old daughter, that's the house that she's lived in the longest. It's just really hard to have lost a lot of the memories connected to that, you know? They just burned," she said.

Officials said the Waldo Canyon fire that forced tens of thousands to flee this city 60 miles south of Denver destroyed an estimated 346 homes and left at least one person dead.

Police Chief Pete Carey said the remains of one person were found in a home where two people had been reported missing. He didn't elaborate or take questions after making the announcement late Thursday.

President Barack Obama was to tour fire-stricken areas Friday after issuing a disaster declaration for Colorado, releasing federal funds to help.

A fire in northern Colorado, which is still burning, destroyed 257 homes earlier this month and until Thursday was the state's most destructive.

From above Colorado Springs, the destruction was painfully clear: Rows and rows of houses were reduced to smoldering ashes even as some homes just feet away survived largely intact.

When he first saw the aerial photos of the homes burned in his neighborhood, Ryan Schneider recognized immediately that his house had been spared.

But relief quickly turned to sadness for his many friends and neighbors who hadn't been so lucky.

"I mean, there's a lifetime of things that people collect in these homes, and they've lost it all," said Schneider, vice president of the 1,700-home community association for the Mountain Shadows neighborhood.

Amid the devastation in the foothills of Colorado Springs, there were hopeful signs. Weather conditions improved Thursday and some evacuation orders were lifted by the evening, though there was no immediate word on how many people would be allowed back. People were told to still be ready to flee at a moment's notice.

The Air Force Academy was letting residents return Friday morning and officials said normal operations would resume throughout most of the academy.

"We're gaining more confidence," said Bret Waters, director of the Colorado Springs emergency management office. "It doesn't mean we're out of the woods."

More than 30,000 people frantically packed up belongings Tuesday night as the flames swept through their neighborhoods.

The Colorado Bureau of Investigation said two people have been arrested in connection with a burglary at an evacuated home.

Community officials began the process of notifying residents Thursday that their homes were destroyed. The lists of more than 30 street names were posted at a local high school, listing those areas with heavy damage. Anxious residents scanned the sheets, but for many, the official notification was a formality. They recognized their street on aerial pictures and carefully scrutinize the images to determine the damage. Photos and video from The Associated Press and the Denver Post showed widespread damage.

Colorado Springs, the state's second-largest city, is home to the U.S. Olympic Training Center, NORAD and the Air Force Space Command, which operates military satellites. They were not threatened.

Conditions were still too dicey to allow authorities to begin trying to figure out what sparked the blaze that has raged for much of the week and already burned more than 29 square miles.

More than 1,000 personnel and six helicopters were fighting the fire, which had cost at least $3.2 million to fight and was 15 percent contained as of Thursday.

Hundreds of people sought refuge at area shelters operated by the Red Cross, including tourists who'd come to enjoy the Colorado summer.

Preston Harrington, 40, of Lake Charles, La., had been hoping to climb nearby Pikes Peak.

He had been at a Manitou Springs motel when he was evacuated early Sunday, and then moved to a shelter at a high school and was living out of a suitcase

"No drawer, nothing to put this stuff in, it wears on you," Harrington said.

Schneider, the local neighborhood leader, said the enormity of the losses would take a while to sink in.

"There's a lot of tears being shed out there, it's tough," he said.

Among the fires elsewhere in the West:

? A 72-square-mile wildfire in central Utah has destroyed at least 56 structures and continues to burn with just 20 percent containment, authorities said. Officials expected the damage estimate to rise as they continue their assessment.

? The smaller fire near St. George started Wednesday and had grown to 2,000 acres by midnight, forcing some residents to evacuate. The fire was burning about three miles north of Zion National Park. At least eight structures were destroyed.

? Fire crews in southeastern Montana used a break in the weather to dig containment lines around two wildfires that have burned 200 square miles and dozens of homes. The improved conditions led to residents clamoring to be let back in to check their properties and assess the damage, but authorities kept evacuation orders in place for hundreds of people.

? A wildfire in the Bridger-Teton National Forest has grown from about 12,000 acres to 23,000 acres, or nearly 36 square miles, officials said.

? In northern Colorado, about 1,900 people were allowed back into their homes on Thursday more than two weeks after the devastating High Park Fire erupted. The blaze was 75 percent contained. The fire killed one woman and destroyed 257 homes, then a state record that was be eclipsed by the Colorado Springs fire.

? A wildfire gaining steam in western Colorado prompted officials to evacuate homes of about 50 residents in the southern part of De Beque as the 15-square-mile blaze threatened to cross Interstate 70 Thursday night. A 13-mile stretch of the highway was closed.

(AP) ? The U.S. and Europe want to deprive Iran of the oil income it needs to run its government and, most importantly, fund what they believe is an effort to build a nuclear weapon. Their efforts are entering a new phase this week.

The U.S. as of Thursday will penalize banks that do oil deals with Iran, while European nations will embargo imports of Iranian oil starting Sunday.

These measures were announced in December and January, but lawmakers gave countries and the oil markets until this week to adjust.

Iran initially responded by threatening to block key oil routes. Oil soared over $100 per barrel as traders imagined an oil market straining to meet growing demand from China while only getting a trickle of oil from the world's third largest exporter.

Those fears have evaporated.

Iran hasn't capitulated on its nuclear ambitions but it has taken part in negotiations. World economic growth has slowed, reducing demand for oil to make fuels for transportation. Saudi Arabia and other nations boosted crude production in anticipation of lost Iranian supplies, contributing to a 25 percent plunge in oil prices since May 1. And oil buyers have had months to secure oil from other sources.

"Customers have gotten themselves in a good position to handle it," said ExxonMobil CEO Rex Tillerson Wednesday.

Still, there is the possibility of at least temporary supply disruptions when the European embargo takes effect July 1. "What happens day of is hard to predict," Tillerson said.

But Michael Lynch, President of Strategic Energy and Economic Research, thinks it will be a "non-event." Countries that plan to honor the embargo "have already done so," he says.

Indeed, U.S. officials say Iran's oil exports and revenue are already down sharply. Iran generated $100 billion in revenue from oil last year, up from $20 billion a decade ago, according to IHS CERA, an energy consulting firm.

Iran has warned that the embargo could boost the price of oil. But the market is so flush with oil at the moment that even the loss of more Iranian crude may not lead to short supplies and higher prices. In fact, if Iran figures out a way to get around the sanctions and get more of its oil to market ? a real possibility ? oil prices could fall further.

Here are key questions and answers about the West's new sanctions and what they could mean for energy markets:

Q: What are the sanctions and when do they go into effect?

A: The U.S., which does not purchase Iranian oil, announced sanctions in December that would prohibit the world's banks from completing oil transactions with Iranian banks. That would make it more difficult for Iran to sell its crude on the open market. The oil in a single tanker can be worth $100 million. The U.S. sanctions took effect Thursday.

Europe announced in January it would prohibit imports of Iranian crude by July 1. It had been satisfying about 3 percent of its demand with oil from Iran. Europe also is prohibiting firms from insuring shipments of Iranian oil.

Q: What has been Iran's role in the world oil market?

A: In recent years, Iran has exported 2.5 million barrels of oil per day, about 3 percent of world supplies. About 500,000 barrels have gone to Europe and most of the rest to China, India, Japan and South Korea.

Iranian fields produce a type of oil known as heavy, sour crude. This is a common type of crude that contains more sulfur than so-called light, sweet crude. Heavy crudes are harder and more expensive to refine into valuable fuels such as gasoline and therefore generally command a lower price.

Q: What have been the effects of the sanctions so far?

A: U.S. officials say Iran's oil exports have declined to less than 1.8 million barrels per day, a drop of 700,000 barrels per day. At today's oil prices, the reduction is costing Iran $63 million per day. Even importers who want to buy Iranian oil have found it difficult because they haven't been able to buy insurance for oil shipments. Iran has kept up its oil production even as sales have dropped, leading to soaring levels of oil in storage.

Q: Can countries buy Iranian oil and still avoid the sanctions?

A: Yes. The State Department has announced that China, India, Japan, Malaysia, Republic of Korea, Singapore, South Africa, Sri Lanka, Turkey and Taiwan have received waivers from the U.S. in exchange for "significantly reducing" oil imports. They will be able to continue to import some Iranian oil. Ten European countries have also received waivers, but they will not be allowed to import Iranian oil beginning July 1 anyway.

Also, countries could trade with Iran outside of the traditional banking system. Iran could accept hard assets such as gold for its oil, though that would be inefficient and risky.

Q: Will the sanctions work?

A: They have already significantly reduced Iran's oil sales. At the same time, the drop in global oil prices has reduced Iran's income from the oil it is still selling. This combination of lower sales and lower prices is stretching Iran's finances. Iran has re-engaged in nuclear talks with the West, but they have not been successful. In fact, Iran has insisted that the U.S. and Europe ease the sanctions before it will make any concessions with its nuclear program.

A new study confirms that doing short journeys on foot rather than taking the car or motorbike would avoid the death of 108 men and 79 women a year in Catalonia alone. This would imply annual savings of more than 200 million euros.

Researchers from the World Health Organisation (WHO) and the Barcelona Public Health Agency (ASPB), headed by Catherine Prez from the Healthcare Information Systems Service, have estimated the yearly economic benefits from a reduction in death rates by substituting at least one short vehicle journey for a walk.

The authors conducted a cross-sectional study based on Catalonia's Mobility Survey performed by the Generalitat and the Metropolitan Transport Agency in 2006 which documents the journeys of more than one hundred thousand people.

Then, 80,552 individuals over 17 years of age who did at least one journey were selected and researchers calculated the number of men and women who did not meet daily physical exercise recommendations but travelled by car or motorbike for journeys up to five minutes long.

In order to calculate the annual economic benefits, the 'Health Economic Evaluation Tool (HEAT)' was used. It was designed by the WHO and estimates the benefits of reduced mortality by increasing physical exercise.

For their economic estimations, as set out by HEAT, the researchers took in account certain parameters: 150 minutes walked each week, a relative risk of 0.78 for all deaths linked to walking half an hour a day, a mortality rate in Spain of 21,349 deaths per 100,000 people between the ages of 20 and 49 years and a statistical value of a person's life of 1,300,000 according to the "willingness to pay" methodology.

This study has been published in the European Journal of Public Health and its results reveal that 77.2% of men and 67.7% of women in Catalonia do not reach recommended daily amounts of physical exercise when walking.

"However, 15.6% and 13.9% respectively would reach recommendations if they were to substitute at least one short, 5 minute vehicle journey," as explained to SINC by Marta Olabarria, lead author of the study.

When applied to the population of Catalonia, this would mean that 326,557 men and 252,509 women would meet recommendations. According to the estimations made using HEAT, this new form of physical activity would avoid 108.4 deaths in men and 79.2 in women. In turn, this would bring about savings of 124,216,000 and 84,927,000 respectively.

Walking is a sport

Through the Global Strategy on Diet Physical Activity and Health, the WHO states that it is necessary to do at least 150 minutes of moderate aerobic exercise per week. Walking to get around is considered a moderate physical activity and is perfect to meet exercise recommendations.

(AP) ? Visiting Russian President Vladimir Putin praised his Palestinian counterpart Tuesday for what he said was a "responsible" position in negotiations with Israel, frozen for nearly four years, and said Russia has no problem recognizing a Palestinian state.

Putin also offered veiled criticism of Israel, saying unilateral actions ? an apparent reference to Israeli settlement construction on war-won land ? is not constructive.

Putin spoke at the end of a visit to the biblical West Bank town of Bethlehem, with Palestinian President Mahmoud Abbas by his side. Putin inaugurated a Russian cultural and language center in Bethlehem and toured the church built over the traditional birth grotto of Jesus.

Israeli-Palestinian talks on the terms of Palestinian statehood broke off in 2008. Repeated efforts to restart them have failed because of wide gaps between Israeli Prime Minister Benjamin Netanyahu and Abbas.

Netanyahu says he is ready to resume talks but rejects preconditions. Abbas says there's no point negotiating as long as Israel keeps building for Jews in the West Bank and east Jerusalem, occupied territories the Palestinians want for a state, along with the Gaza Strip. Israel has moved half a million settlers to the West Bank and east Jerusalem since the 1967 war. Israel withdrew from Gaza in 2005.

"We talked about ways of overcoming the dilemma of the Israeli-Palestinian peace process," Putin said Tuesday. "I point out here the responsible position of President Abbas and his endeavor to reach a peaceful settlement based on a two-state settlement."

"I am sure that all unilateral actions are not constructive," he added.

Russia is an important Mideast player, in part because it is a member of the "Quartet" of mediators that includes the United States, the European Union and the United Nations. Of the four, Russia is seen as the most sympathetic to the Palestinians but has little sway over the group, because the United States has traditionally claimed the dominant role in mediating between the two sides.

With negotiations frozen, Abbas has sought to increase Palestinian leverage by seeking U.N. recognition of a state of Palestine according to the pre-1967 war frontiers. Palestinian diplomats have also toured the world in search of recognition of Palestine by individual countries.

Dozens of countries, including the former Soviet Union, did so after a 1988 statehood declaration by the Palestine Liberation Organization. Putin said Tuesday that Russia sticks by that decision. The United States and Israel have urged Abbas to halt all attempts to seek recognition of a Palestinian state and wait for a deal with Israel.

Abbas reiterated Tuesday that negotiations with Israel remain his key goal. He said he asked Putin for help in persuading Israel to release veteran Palestinian prisoners who've been in jail since before the interim Israeli-Palestinian peace deals of the mid-1990s.

Later Tuesday, Putin traveled to neighboring Jordan, where officials said he discussed with Jordan's King Abdullah II ways to end the uprising in Syria, restarting Palestinian-Israeli peace talks, Iran's nuclear program, Russian assistance to Jordan to build a nuclear reactor for peaceful purposes and modernizing an oil terminal in the Gulf of Aqaba.

With close ties to Iran and a vote on the U.N. Security Council, Russia is seen as an important player that could influence Tehran, though it has in the past watered down international pressure on the Islamic Republic.

Russia is also one of Syrian President Bashar Assad's closest allies. Assad has drawn international condemnation for his bloody crackdown on the country's armed uprising.

As the closed-door meeting began in Amman, Jordan's banned Tahrir, or Liberation Party, condemned Putin as an "enemy who is not welcome in Jordan."

It called Putin "an arch enemy of Islam and Muslims," citing his close ties with Assad. "His visit to Jordan is an arrogant challenge to the feeling of Muslims and a disdain of innocent blood shed in Syria."

On Monday, Putin met Netanyahu, who urged Russia to step up pressure on Iran to curb its suspect nuclear program. Putin said his talks with Netanyahu covered the situation in Iran and the uprising in Syria, adding that he saw negotiations as the only solution for such matters.

At a state dinner Monday, Israeli President Shimon Peres pressed Putin further, asking that he "raise his voice" against a nuclear Iran. Putin responded by saying that Russia has a "national interest" to secure peace and quiet in Israel but did not elaborate further.

MI5 chief talks threats before Olympics

LONDON (AP) ? Britain has seen a credible terrorist attack plot about once a year since the Sept.11 attacks ? a worrying pattern as security officials brace for an array of threats ahead of next month's summer Olympics, the head of the country's domestic spy agency says.

Although Britain's threat level is a notch below what it has been for much of the past decade, it is still at substantial. The level means an attack is a strong possibility,

"Our assessment is that Britain has experienced a credible terrorist attack plot about once a year since 9/11," MI5's Director General Jonathan Evans said in a rare public speech Monday to the Lord Mayor's annual defense and security lecture in London.

"The (Olympic) games present an attractive target for our enemies and they will be at the center of the world's attention in a month or so," he said. "But the games are not an easy target, and the fact that we have disrupted multiple terrorist plots here and abroad in recent years demonstrates that the UK as a whole is not an easy target for terrorism."

Not so long ago, 75 percent of the terror threats prioritized by MI5 had links to Afghanistan or Pakistan. But Britain's efforts, along with those of its international partners, has brought that percentage down to below 50 percent, Evans said.

"You could say that we are near to reaching a form of stalemate," said Evans. "They haven't stopped trying but we have got better at stopping them."

But the terrorist threat is also widening to include al-Qaida affiliates in Mali, Yemen, Somalia and parts of the Middle East, he noted.

Although the Arab Spring revolutions have brought about radical political changes in some countries, they have also brought fresh opportunities for al-Qaida affiliates to seek refuge.

"Some are heading home to the Arab world again," Evans said. "And a small number of British would-be jihadis are also making their way to Arab countries to seek training and opportunities for militant activity, as they do in Somalia and Yemen. Some will return to the UK and pose a threat here. This is a new and worrying development."

MI5 has grown since the 2001 terror attacks in the United States, going from 1,800 to 3,800 staff ? some of whom joined after Britain's own homegrown suicide bombings that killed 52 people in 2005.

Since then, several international terror plots have been hatched in the United Kingdom, including the 2006 trans-Atlantic airliner plot to down several planes using liquid explosives. A handful of terror trials are also underway.

Evans stressed that other countries, such as Iran, shouldn't be underestimated in the evolving terror threat landscape.

"We have seen in recent months a series of attempted terrorist plots against Israeli interests in India, Azerbaijan and elsewhere," he said. "So a return to state-sponsored terrorism by Iran or its associates, such as Hezbollah, cannot be ruled out as pressure on the Iranian leadership increases."

In Tehran, Iran's foreign ministry warned Britain of "excuse-seeking" over the case.

"Countries should behave based on international measures. Their discriminative attitude will face our harsh and serious reactions," Iran's Foreign Ministry spokesman Ramin Mehmanparst told reporters when he was asked about remarks by MI5 chief.

Evans also said the threat of cyber security had recently become more prominent.

In one recent case, a major London-listed company incurred revenue losses of 800 million pounds ($1.2 billion) because of a cyber attack, Evans said. He did not elaborate on the company's name or what country was behind the attack.

"What is at stake is not just our government secrets but also the safety and security of our infrastructure, the intellectual property that underpins our future prosperity and the commercially sensitive information that is the lifeblood of our companies and corporations," he said.

Evans has been in charge of MI5 since 2007.
