Analysis: Beyond Chinese New Year data skew, a bear lurks (Reuters)

BEIJING (Reuters) ? Trying to track China's economic course during the Lunar New Year can leave analysts howling at the moon. January auto sales tumbled, yet oil imports were the third highest on record. A measure of factory activity picked up, but trade data was weak.

A closer examination of the numbers shows bearish signals lurking beneath the confusing headlines.

Western banking analysts accustomed to a solar calendar that dates from Roman times have their run-ins with China's even more ancient lunar calendar every year. Sometimes the new year holiday lands in January, as it did this year. But last year it was in February, wreaking havoc with year-on-year comparisons.

The latest calendar clash comes when China's economy is under an unusually bright spotlight, as economists try to figure out how dramatically it is slowing. A mild cooldown would be a welcome development for inflation-wary Beijing; a sharp slump could kick out the last sturdy pillar underpinning global growth.

Data released so far shows headline figures for almost everything were down in January, when almost half the month was taken up by the holiday. Comparing the figures with the prior year or even the prior month can be misleading.

But the steel and export sectors looked particularly weak, even factoring in the holiday effect, leaving some analysts worried that the soft patch runs deeper than the lunar cycle.

Exports fell by 0.5 percent and imports by a much steeper 15.3 percent, the Customs Administration said on Friday.

But nestled amid all the gloomy figures were some surprisingly upbeat data points. A January survey on China's factory sector was sunnier than expected. China's crude oil imports surged 7.4 percent in January to the third-highest level on record, which doesn't mesh with a severe economic slowdown.

"Our simple and humble suggestion is to wait for February data to come out and read two months' data together," said Ting Lu of Bank of America Merrill Lynch with weariness born of long experience.

That's what the Chinese government does. It lumps together the figures most influenced by factory closures, like industrial production and output data, into a combined January-February figure. The Lunar New Year never falls outside those months.

While the January data by itself always gives a distorted picture, some of the numbers that can be parsed show the impact of the debt crisis affecting China's trading partners.

For instance, the processing trade, wherein Chinese factories import raw materials to make goods for export, saw a steeper drop than did overall trade in January. Processing trade fell 9.8 percent, versus a 5.4 percent drop in overall trade.

Most analysts pointed to a slowdown in Europe as a cause for concern, and indeed bilateral trade fell 7.1 percent versus 3.9 percent for trade with the United States, where the economy has shown signs of stabilising.

But trade with Japan was hurt the most, falling by 18.4 percent, while Southeast Asian trade was down by 10.6 percent.

Further breakdowns showed that overall trade fell most sharply for China's traditional export powerhouses, reflecting to some extent a shift of export manufacturing to inland provinces where wages are lower. Total trade from Guangdong, Jiangsu, Zhejiang and Shandong all took a hit, while inland areas like Chongqing and Henan saw exports double.

COOL COMMODITIES DATA

Headline commodity figures are also too impacted by the holiday to be of much use. But here, a few signs point to domestic demand weakness.

Many analysts noted lower iron ore imports. Two signs indicate that this is due to more than the holidays -- inventories in Chinese ports are high, and steel output slowed to 1.67 million tonnes a day in latter part of the month, compared with nearly 2 million tonnes in the summer of 2011.

Since shutting down a furnace is so costly, the lower runs reflect a drop in demand from the hard-hit construction sector rather than the holiday. [ID:nL4E8DA0X5].

The value of oil imports, which account for about 15 percent of total import value, rose much more than the volume of oil imports in January -- reflecting higher oil prices than last year. Without that bump, import values would have been even lower.

China's copper purchases tend to be another good sign of the economy's health. In this case, volumes were up as buyers took advantage of a drop in international prices to around $8,000 a tonne, versus $9,500 the year before.

But more volatile scrap copper imports are an indicator of how tight spot demand is for copper, and those dropped sharply.

The calendar dictates that overall data should be down.

The new moon that heralded the Year of the Dragon fell on January 23, 2012, while the Year of the Rabbit began on February 3, 2011.

So for white collar office workers, that meant 17 official working days versus 20 working days in January 2011. Factories generally operate on weekends, complicating the calculation.

Simply discounting last year's January data by the 15 percent drop in official working days could still give too strong a forecast.

Many factories begin shutting and workers headed home as much as two weeks before the actual New Year. Chinese ports and customs bureaux tend not to pick up the pace of processing cargoes until after the Lantern Festival, which falls on the full moon two weeks after the New Year, or February 6 this year.

That puts most of the unofficial holiday squarely in January this year. Last year, by contrast, all of January fit into the pre-holiday season.

The offset helps explain the higher-than-expected inflation data in January this year. Prices in Chinese markets tend to rise before the holiday, as more people stock up for a home-cooked feast and winter weather impedes transportation.

"Of course there's seasonality, but that can't explain all of it," said Dong Tao, chief economist for non-Japan Asia at Credit Suisse.

"Iron ore and commodities imports fell markedly. This directly reflects China's economic situation, that the demand is not there."

Mortgage deal nears as holdout states join (Reuters)

(Reuters) ? California and New York, two big holdout states in a $25 billion mortgage settlement, are expected to join the deal, smoothing the way for an announcement on Thursday, according to a person familiar with the matter.

Florida, with its large distressed housing market, was also close to joining the settlement that resolves civil government lawsuits over faulty foreclosures and servicing misconduct by top U.S. banks, a separate person familiar with the deal said on Wednesday.

The announcement will cap more than a year of chaotic negotiations among state and federal officials, and the banks, who have been accused of using robosigners and unlawful documentation to deal with a flood of foreclosures.

The Obama administration has estimated that up to 1 million homeowners could benefit from the deal through mortgage writedowns and other forms of relief.

The settlement has been billed as complementing other government programs designed to boost the housing market that has been a drag on the economic recovery, a key issue for President Barack Obama as he fights for re-election in November.

The settlement has been estimated at up to $25 billion in value, but federal officials have said the actual relief to homeowners could be closer to $40 billion because of the way the deal is scored.

The core group of banks involved in settlement talks are Bank of America Corp (BAC.N), Wells Fargo & Co (WFC.N), JPMorgan Chase & Co (JPM.N), Citigroup Inc (C.N) and Ally Financial Inc.

More than 40 states said they would join the settlement in advance of a February 6 deadline, but several states continued negotiations to address concerns specific to their state.

The value of the state and federal settlement would have dropped significantly if California and Florida decided not to join.

A handful of other states that had dragged their feet in signing on, including Delaware and Massachusetts, are expected to also participate in the settlement, but the situation is still fluid, the first person familiar with the matter said.

Dissident states and several activist groups had criticized earlier terms of the proposed deal as too lenient toward the banks.

WINNING CONCESSIONS

California and New York had stayed on the sidelines over concerns they would not be able to pursue further mortgage-related investigations.

California, one of the hardest-hit states in the foreclosure crisis, also wanted assurances of how much relief would go specifically to its homeowners.

The proposed settlement distributed last month to state officials included rough estimates on the benefits each state's homeowners might receive, but did not include guaranteed numbers.

California received a guarantee its struggling homeowners would receive around $8 billion in relief, two people familiar with the negotiations said. The state itself would receive around $430 million for foreclosure prevention and other housing efforts.

New York Attorney General Eric Schneiderman, for his part, will be allowed to continue with a lawsuit he filed last week against three of the banks involved in the talks, according to one person familiar with the deal.

The New York suit initially was seen as a stumbling block, because it accused the banks of some conduct expected to be resolved in the settlement.

Schneiderman will also play a leading role in a federal-state working group Obama formed last month to investigate misconduct in the pooling and sale of risky home loans.

MONEY BREAKDOWN

Under the settlement, the banks would provide $17 billion in loan modifications for delinquent borrowers, but the actual homeowner benefits from modifications would be valued at $32.3 billion, according to a source familiar with the deal.

It would also include $3 billion in refinancing for homeowners who are current on their payments but unable to refinance because they owe more than their homes are worth; and around $1.5 billion in direct payments of up to $2,000 each to borrowers who lost their homes to foreclosure,

Participating states will also receive a total of roughly $2.5 billion for housing programs.

Representatives for Bank of America, JPMorgan, Wells Fargo, Citigroup and Ally declined to comment.

Representatives for the attorneys general in New York, Massachusetts and California declined to comment.

A spokeswoman for Florida Attorney General Pam Bondi said late Wednesday that Bondi is actively involved in the settlement discussions.

"While Attorney General Bondi has not yet joined the settlement, she is hopeful that a resolution will be reached soon," spokeswoman Jennifer Meale said.

The state will receive around $350 million, and its attorney general is working to receive a guarantee similar to the one California received, the two people familiar with the matter said.

A spokesman for Delaware Attorney General Beau Biden, who is the son of U.S. Vice President Joe Biden, said the attorney general is still considering the proposed settlement terms.

Communication is a key factor in relationships ? Part III ? Belinda E ...

Did you miss Part I? or? Part II

We truly must learn to effectively communicate with each other

I am learning more and more that many of us struggle to communicate with the opposite sex and I often wonder if our culture and heritage plays a huge role in that struggle. More importantly, how can we work together to pull down stereotypes and societal understandings to begin to build a structure that is grounded in healthy communication? ?If knowledge is power than it?s quite clear that if we don?t know we can?t grow. So with that being said, I want to leave some thoughts with you today. Clearly one person NEVER has all the answers, but if some questions and or thoughts are produced just maybe a path can be forged in the process of articulating about communication.

I realize I must said a mouthful, LOL, but seriously hang in there a bit with me this morning. I want to be clear I am NOT making general assumptions but just expressing some of my personal thoughts ;-)

Last night at his request, I did an interview with Just Ask A Black Man. We follow each other on Twitter (@JustAskABlacMan). JABM wanted to have a discussion on some of my thoughts around love, dating and relationships; and as he put it he wanted it from a REAL EVERY DAY? woman?s point of view. At some point in the conversation I mentioned that I don?t particularly agree with a lot of concepts that society has deemed worthy but I do believe that we need to truly begin to communicate our thoughts and desires and convictions. OK, I might have worded it a bit different BUT it was along the same line of thought, LOL. ?Seriously though, I?m of the premise that even before your ready to jump somebody?s ?bones? HAVE A CONVERSATION!

It?s time out for ?us? to continue to place blame on everybody else but ourselves. It?s time to TAKE ownership of our ?issues? particularly if they stemmed from actions we had a choice in creating, making, solving and or absolving. It just might be possible that as we take ownership we will learn to take responsibility BEFORE we get to the chaos.

Yet with that in mind as we communicate we must be willing to not only hear but listen to what the OTHER partying is conveying. In addition, take note that perceptions are NOT always reality for perceptions are often based on our understanding and are often attributed to our culture, ethnicity and or societal economic status. ?Let me break it down ? your background impacts your thinking and understanding of what goes on in your world and the world around you. This alone is key to often comprehending why people do what they do and why they continue to produce the same outcomes.

For example, if you?ve been extremely hurt in the past the majority of your current decisions very well might be predicated on the pain that is filtering through your emotions and thought process. Bro/Sis, make a resolve that YOU need healing to make appropriate and wise decisions around love. Or, for some of us, we don?t understand what ?true? love is and believe it?s a certain set of actions. No one ever told us that love is a learned behavior and not an automatic action and or response.

JABM asked me last night can a person love unconditionally, and I responded yes I believe a person can but understand that in loving someone it takes work! One must be actively involved in the process and make a choice to love and give to that person what is necessary for them to thrive. We should never use the words ?I love you? unless we actually mean it for they are not words to be thrown out like bath water when the person we love disappoints us. Neither should they be words we choose to use looking for certain reactions from the object (person) of our love. Particularly I mentioned to the ladies, that when you use those precise words to a man who truly cares for you, trust me you have spoken to the core of HIS spirit. So as you speak love communicate appropriately.

The bottom line is, no matter what your frame of thought is around dating, love, relationships, marriage you CANNOT make an informed decision without all the facts and information pertaining to the situation and you CANNOT do that without communication.

I?m here to change the face of relationships? Are you?

Eurozone, bondholders clash on Greek interest rate (AP)

BRUSSELS ? Eurozone finance ministers set the stage for further tough negotiations with private bondholders over how to cut Greece's massive debt pile, by setting a low limit on the interest rate the country will have to pay on new lower-valued bonds.

Jean-Claude Juncker, the prime minister of Luxembourg who also chairs the meetings of eurozone finance ministers, said early Tuesday that the interest rate on the new bonds will have to average "clearly below 4 percent" over the lifetime of the bonds. In the period before 2020, the average interest rate will be less than 3.5 percent, he added.

Those caps are far below interest rates demanded by Greece's private creditors, who already have to give up on 50 percent of the face value of their investments and are expected to give the country between 20 or 30 years to repay them.

Time is running out for Greece to reduce its debt by some euro100 billion ($129 billion) and avoid missing a vital bond repayment deadline in March. Talks between the country and the creditors to secure a deal hit an impasse over the weekend.

By setting the low caps, the ministers made clear that they are not willing to increase their rescue loans to Athens beyond the euro130 billion tentatively agreed in October.

The tough negotiation stance will test the willingness of private creditors to voluntarily agree to the Greek debt relief. The alternative would be for the eurozone to force losses on the private bondholders ? a move that they have been reluctant to make.

A spokesman for in Institute of International Finance, which represents the private creditors, declined to comment on the announcement.
